The game has numerous changes, such as a brand new character, Patty Fleur, the addition of new bosses like the Sword Dancer, Flynn being playable for more that just one battle, among other changes. The game will also be fully voiced and will include new and altered scenes, such as Yuri fighting Don Whitehorse when the party visits Keiv Moc.
The titles will be available for download on the PlayStation Network on October 29th, 2009. The price for the titles is currently unknown, however.

The scan states that on October 1st, some title, called Movie Narikiri Costume, will be released on PlayStation Network for 300 Yen. It's unknown what this title is (could be Yuri's costume from the movie, for example), since the scan doesn't mention anything else.

Flynn's new Arte seems to have something to do with the words light and fracture (we're working on getting a proper translation). As for Repede, he will have a new attachment that is a combination of all of the individual Overdrive dolls that he could collect in the game (including the new PS3-exclusive character, Patty Fleur).
It also seems Karol's Sgt. Frog title will be available via PlayStation Network for 500 Yen as a separate download on the same day the game is released.

First off is the new costumes. Yuri Lowell will get a costumed themed after Judas (Tales of Destiny 2), which could be slightly seen in the previous scans that revealed Estelle's Chloe cameo costume. Also, Repede will get a costume themed after Caius (Tales of the Tempest) and Rita will be getting a costume themed after Mao (Tales of Rebirth).

Estelle will be getting Chloe Valens's (Tales of Legendia) costume, and Raven will be getting Ricardo Soldato's (Tales of Innocence) costume. Also, the dual Mystic Arte featuring Yuri and Flynn has been confirmed to be a dual Mystic Arte (it was heavily theorized when it was seen earlier this year). No word on how it is activated, however.
A new Famitsu scan has been released which shows off more of the bathing suit themed costume titles that are being added to the PlayStation 3 port of Tales of Vesperia. Some of these costumes had already been revealed, but some of these are brand-new. Thanks to translations by Rpgmonkey from the Official Tales of Forums, we know the names of the following new titles: Eloquent One Piece for Estelle, Gossiping Summer Man for Raven, Unchanging Girl of the Southern Rainbow for Patty, and finally Technical Diver for Flynn.
In the bottom right-hand corner of the scan, it shows some of the bosses from the game, but in a new area. According to Kouli from the Official Tales of Forums, there is a new area in Nam Cobanda Isle that costs 300 Gald. You can fight old bosses, but without any Gald or EXP. This likely is there to let the player re-fight old bosses, although a special boss could be available at the end of the area like in Tales of the Abyss's Labyrinth of Memories.
A new Famitsu scan has surfaced that confirms that Flynn Scifo will be more than just a one-time only character playability-wise in the PlayStation 3 port of Tales of Vesperia.
Flynn was only playable during the scene when Yuri Lowell came to Flynn's aid near the end of game in the Xbox 360 version of the game. In the PlayStation 3 version, it had been reported that he was playable for other parts, although it was unknown exactly how much. Although the smaller text in the scan cannot be read easily, the large text says "Flynn's in the party!", which can infer that he will be playable for a majority of the game.
